〝村〝の掟 ２月１３日マンサク ／ マンサク科の落葉小高木。花は１月～３月頃、葉よりも先に咲く。花には1～２ｃｍでややちぢれた黄色の短冊形の花弁が４～５本ありそれを支えるように赤紫色のガク片がつく。マンサクの名前は花が寒い時期に咲くので「先ず咲く」の意味からつけられたとも、この木の花つきのよい年は五穀豊穣と信じられて「満作」に通じるとしてつけたともいわれる。 花言葉は魔力、霊感。▼しつこいようだが、もう一度、司馬遼太郎の言葉を引用したい。。 「日本が平和憲法の下で身につけた〝村役場の書記〝のような頼りなさ。それは、世界に対する謙虚さとして、きちんと評価されていいことです。 二十一世紀は、国家としてのうわべの勇ましさなどは評価されない、人間の時代なのですから。」（司馬遼太郎） ▼半世紀前、世界が一瞬われにかえり、大きな理想を掲げ、一気に書き上げた「掟」があった。しかし、これを書き上げ数年後には、世界はまたもや、「冷たい戦争」と呼ばれる新たな戦争に突入した。「掟」は日本という村に残された。周りはそんな「掟」をつくったことはすっかり忘れてしまったが、日本村の人々は右往左往しながら、今も「掟」と付き合っている・・・・・ We the Japanese people, acting through our duly elected representatives in the National Diet, determined that we shall secure for ourselves and our posterity the fruits of peaceful cooperation with all nations and the blessing of liberty throughout this land, and resoleved that never again shall we be visited with the horrors of war through the action of government,do proclaim that sovereign power resides with the people and do firmly establish this Constitution. 日本のわたしたちは、正しい方法でえらばれた国会議員をつうじ、わたしたちと子孫のために、 かたく心に決めました。すべての国々と平和に力を合わせ、その成果を手にいれよう、自由の恵みを、この国にくまなくいきわたらせよう、政府がひきおこす恐ろしい戦争に二度とさらされないようにしよう、と。わたしたちは、主権は人々のものだと高らかに宣言し、この憲法を定めます。 Government is a sacred trust of people, the authority for which is dedrived from the people, the powers of which are exercised by the representatives of the people, and the benefits of which are enjoyed by the people. 国政とは、その国の人々の信頼をなによりも重く受け止めてなされるものです。その権威の源は、人々です。その権限をふるうのは、人々の代表です。そこから利益をうけるのは、人々です。 This is a universal principle of mankind upon which this Constitution is founded. We reject and revoke all constitutions, laws,ordinances,and rescripts in conflict herewith. これは,人類に共通するおおもとの考え方で、この憲法は、この考えをふまえています。私たちは この考え方とは相容れないいっさいの憲法や、法令や、詔勅をうけいれません。そういうものに従う義務はありません。 We the Japanese people,desire peace of all time and are deeply conscious of the high ideals controlling human relationship,and we have determined to preserve our security and existence,trusting in the jyustice and faith of the peace-loving peoples of the world. 日本の私たちは、平和がいつまでもつづくことを強く望みます。人と人との関係にははたらくべき気高い理想を深く心にきざみます。私たちは、世界の、平和を愛する人々は、公正で誠実だと 信頼することにします。そして、そうすることにより、わたしたちの安全と命を守ろうと決意しました。 We desire to occuoy an honored place in an international society striving for the preservation of peace, and the banishment of tyranny and slavery, oppression and intolerance for all time from the eath. わたしたちは、平和をまもろうとつとめる国際社会、この世界から圧政や隷属、抑圧や不寛容を永久になくそうとつとめる国際社会で、尊敬されるわたしたちになりたいと思います。 We recognize that all people of the world have the right to live in peace, free from fear and want. わたちたちは、確認します。世界のすべて人々には、恐怖や貧しさからまぬがれて、平和に生きる権利があることを。 We believe that no nation is responsible to itself alone, but that laws of political morality are universal; and that obedience to such laws is incumbent upon all nations who would sustain their own sovereignty and jyustify their sovereign relationship with other nations. わたしたちは、信じます。自分の国さえよければいいのではなく、どんな国も、政治のモラルを 守るべきだ、と。そして、このモラルにしたがうことは、独立した国であろうとし、独立した国として ほかの国々とつきあおうとするすべての国のつとめだ、と。 We the Japanese people,pledge our national honor to accomplish these high ideals and purposes with all our resources. 日本のわたしたちは、誓います。わたしたちの国の名誉にかけて、この気高い理想と目的を実現するために、あらゆる力をかたむけることを。 池田香代子 訳 やさしいことばで日本憲法 より |
